Previously, he served as the Chief Executive Officer & Director of Zion Oil & Gas, Inc., Chairman of Railroad Commission of Texas, Vice Chairman of Interstate Oil & Gas Compact Commission, Chairman of Texas Energy Planning Council, Independent Director of Blue Ridge Mountain Resources, Inc., Director of Texas-Israel Chamber of Commerce, Inc., and Member of National Association of Regulatory & Utility Commissioners.
He received his undergraduate degree from Hardin-Simmons University, his graduate degree from Baylor University, and his law degree from The University of Houston Law Center.
